Document dired-mouse-drag-files

* doc/emacs/dired.texi (Misc Dired Features): Explain that
dragging files is now supported.
* etc/NEWS: Update documentation status.
* lisp/dired.el (dired-mouse-drag-files): Fix typo in doc
